Street Fighter II': Champion Edition (Xiang Long), known better popularly by its romset name “sf2koryu”, is one of the many bootlegs of Street Fighter II. Out of all of them, this one seems to be the most broken and/or fun.

it's possible to climb on the wall but i don't know how

tiger flame does a lot of damage on the flame portion; if done right, this can eat half a meter
